School Councils

School councils were established in 1995, to increase parent and community involvement in the education of children in Alberta. School councils are mandatory for all public schools - including charter schools.

School councils must include the following members:

  • school principal
  • teachers
  • parents of student's enrolled in the school
  • community representatives who are not the parent of a child in the school
  • students (high schools only)
Parents must form the majority of members.

Through school councils, Albertans assume an advisory role in education matters ranging from academic programs to school policies and budgeting. For more information, visit the Alberta Home and School Councils' Association Web site.

School Councils Handbook
The School Councils Handbook gives background information on school councils, how they should operate, and how they tie into the School Act. It also explains school council regulations and how membership should be set up.

School Councils Manual
The School Councils Manual has tools to assist school councils as they develop partnerships, chart their futures and enhance the educational opportunities available in their communities.

The School Council Review The School Council Review process involved gathering input on the effectiveness of school councils. Through workbook submissions, public forums and meetings with stakeholder groups, information was gathered and analyzed in a report called "School Councils - Next Steps".

Following the release of this report Albertans were further asked for further input. Overall, 3,000 Albertans, including representatives from school councils throughout Alberta and education stakeholder organizations, participated in the review process. The Minister of Learning accepted nearly all of the final recommendations.

School Council Effectiveness Study, 2004
The study was conducted in Spring 2004 as part of implementing Recommendation 10 of the School Council Review. The report, Alberta School Council Effectiveness: Summary of Findings of the Provincial Consultation, contains information on the effectiveness of school councils in Alberta, recommendations to improve school council effectiveness, and effective strategies used by the school councils that were involved in the study. The report contains information of interest to school councils, school and jurisdiction administrators, school boards, Alberta Learning and education associations in their work to improve the effectiveness of school councils.
